What is the distinction between the third and fourth generations referred to in Ex. 20:5 and the tenth generation referred to in Deu. 23:2,3?  Why would God make such a curse on bastards and Ammonites and Moabites and not on those that hate him?

I'm going to take a stab at this. This is mostly opinion, but I want to try and I will back it up with as much scripture as I can think of at the moment!

He that believeth on him is not condemned: but he that believeth not is condemned already, because he hath not believed in the name of the only begotten Son of God.
(John 3:18, KJV)


The bible says those who do not believe are condemned already, by default we are lost. As a lost man, God stands in your way of enjoying the lusts of this world. God becomes an opressor, and who does not hate oppression? Therefore, I believe that the natural man simply Hates God, making him nothing special, as all lost men would hate God.
While God loves us and wants us all to repent, he will simply punish us and in result our families for our disobedience. The fact here is not that God wishes to destroy our families or punish them for our iniquities. But the King James Bible teaches:

Proverbs 22:6:
Train up a child in the way he should go: and when he is old, he will not depart from it.  


It really is that simple. If you teach a child the ways of God, to love God, Fear and Respect God, and most importantly, OBEY God, when he is older he will do just that. But by ignoring this and allowing a child to grow up in any other manner, the child will ignore God, rebel against God, and just plain hate God. By which means, that childs children will also do the same thing. Therefore, generations here are lost.

The next scenario is a little bit different. The Bible teaches of an unpardonable sin. To blaspheme the Holy Spirit. While it is not as simple as saying you hate the Holy Spirit or screaming a few cuss words in God's name, this means completely rejecting Him. In other words, rejecting the Holy Spirit means rejecting Jesus Christ as our Saviour and as the Bible teaches:

Jesus saith unto him, I am the way, the truth, and the life: no man cometh unto the Father, but by me.
(John 14:6, KJV)


Jesus, being the only way to get into the presence of the Lord and thus salvation, by rejecting Him, you reject God the Father.
Now I am not sure about the bastards, I believe that sexual relations out of wedlock and producing children out of wedlock denies the Holy Unity of Christ and his church, which is our example for marriage, therefore that utter disrespect has harmed future generations. The Ammonites and Moabites were punished unto the tenth generations not only because they had rejected God, but when the Israelites passed thru, they called upon Balaam to curse God. They didn't just Reject God, they CURSED HIM!

Well, God made little work of that and turned it into a blessing, only showing that God will protect his own. Which, by the way, is something those in the middle east need to understand. The Israelites may be rejecting our Lord and Saviour, and may not be obedient to God, but they are _still_ Gods' Chosen People! He will protect them, and He will deal with the middle east...
